山谷 清秀（YAMAYA Kiyohide）- 行政学・地方自治の研究者

山谷 清秀（やまや きよひで、1989年–）は、行政学・地方自治を専門とする研究者。同志社大学大学院総合政策科学研究科博士後期課程を修了し、博士（政策科学）を取得した。同大学政策学部助手、浜松学院大学、青森中央学院大学の講師を経て、2024年に大阪経済大学国際共創学部講師、2025年に同学部准教授となる。住民からの苦情を行政がどう受け止め、対応の仕組みや公共サービスの改善につなげるかを研究してきた。『公共部門のガバナンスとオンブズマン』では、アイルランドや日本の制度を手がかりに、行政を監視するだけでは捉えきれないオンブズマンの働きを検討する。個々の苦情の救済を、組織の学習や住民と行政の関係へとひらく視点が、その後のカスタマーハラスメント研究にもつながる。『クレームvs公務員』では、住民の意見に耳を傾ける責務と、職員を過剰な要求から守る必要との間にある難しさを取り上げ、窓口や現場の職員個人に負担を負わせず、組織として対応するための考え方を示した。大型研究開発施設が立地する地域における自治体の役割や責任、科学技術政策の評価も研究対象とし、行政が誰に何を説明し、どのように応答するのかを、苦情救済と政策運営の双方から考えている。

Kiyohide Yamaya (born 1989) is a Japanese researcher specializing in public administration and local government. He completed doctoral studies at Doshisha University’s Graduate School of Policy and Management and holds a doctorate in policy science. After working at Doshisha University, Hamamatsu Gakuin University, and Aomori Chuo Gakuin University, he joined Osaka University of Economics as a lecturer in 2024 and became an associate professor in its Faculty of International Co-Creativity and Innovation in 2025. His research asks how public authorities can respond to residents’ complaints and connect individual grievances with improvements in public services and administrative practice. In “Kokyo Bumon no Gabanansu to Onbuzuman” (Governance and Ombudsmen in the Public Sector), he examines institutions in Ireland and Japan, exploring functions that extend beyond simply monitoring government. This attention to redress, organizational learning, and relations between residents and public authorities also informs his work on customer harassment. “Kuremu vs Komuin” addresses the tension between listening to residents and protecting public employees from excessive demands, emphasizing organizational responses rather than leaving individual frontline workers to carry the burden. He also studies the roles and responsibilities of municipalities hosting large research facilities and the evaluation of science and technology policy. Across these fields, his work examines how public institutions explain their actions and respond to the people affected by them.
