Tanaka Kakuei (1918–1993) was a Japanese politician who served as the country’s 64th and 65th prime minister. A native of Niigata Prefecture, he held several cabinet posts, including minister of posts and telecommunications, minister of finance, and minister of international trade and industry, before becoming prime minister in 1972. That year, he visited China and signed the Japan–China Joint Communiqué, normalizing diplomatic relations between the two countries. In “Nihon Retto Kaizoron,” he proposed reducing regional inequality through new transportation networks and the decentralization of industry. Although he remained influential within the Liberal Democratic Party after leaving office, he was arrested and prosecuted in the Lockheed bribery scandal and was convicted in the lower courts. His career shaped postwar Japan’s infrastructure policy, regional development, and faction-based politics.
