垂秀夫(たるみ・ひでお、1961年–)は、大阪府出身の外交官、中国問題研究者。前駐中国日本国特命全権大使、立命館大学教授。京都大学法学部を卒業し、1985年に外務省へ入省した。中国語研修組として南京大学に留学した後、北京、香港、台北などで勤務。外務省中国・モンゴル課長、領事局長、大臣官房長などを経て、2020年から2023年まで駐中国大使を務めた。長年にわたり中国共産党や政府関係者、知識人との人的ネットワークを築き、中国政治の情報分析と対中外交に携わった。『日中外交秘録――垂秀夫駐中国大使の闘い』では、外交官としての歩みや習近平政権下の日中関係、戦狼外交への対応、日中間の非公式な交渉経路などを明らかにしている。兼原信克との共著『中国共産党が語れない日中近現代史』では、歴史認識をめぐる中国共産党の公式見解を検証。『「力の時代」を生き抜く戦略的思考』では、米中対立やロシアのウクライナ侵攻によって変化した国際秩序のなかで、日本が取るべき外交・安全保障戦略を論じている。写真家としても活動し、中国各地で撮影した作品を発表している。
Tarumi Hideo (born 1961) is a Japanese diplomat and specialist on China who served as Japan’s ambassador to the People’s Republic of China from 2020 to 2023. He is also a professor at Ritsumeikan University. After graduating from Kyoto University’s Faculty of Law, he joined the Ministry of Foreign Affairs in 1985 and studied Chinese at Nanjing University. His diplomatic assignments included posts in Beijing, Hong Kong, and Taipei, and he later served as director of the ministry’s China and Mongolia Division, director-general of the Consular Affairs Bureau, and chief of protocol and administration as deputy vice-minister. Over several decades, he developed networks among Chinese government officials, Communist Party figures, and intellectuals while working on political analysis and Japan–China relations. “Nicchu Gaiko Hiroku: Tarumi Hideo Chugoku Taishi no Tatakai” (A Confidential Record of Japan–China Diplomacy) recounts his diplomatic career and examines relations under Xi Jinping, China’s assertive “wolf warrior” diplomacy, and unofficial channels of negotiation. Coauthored with Kanehara Nobukatsu, “Chugoku Kyosanto ga Katarenai Nicchu Kindai Gendaishi” reconsiders modern Sino-Japanese history beyond the Chinese Communist Party’s official narrative. In “Chikara no Jidai o Ikinuku Senryakuteki Shiko,” Tarumi discusses the diplomatic and security strategy Japan requires amid intensifying great-power competition. He is also a photographer whose work documents landscapes and everyday life across China.
