Tomoyuki Takahashi (born 1967) is a Japanese disaster prevention engineer and President of Kansai University, where he also serves as Professor in the Faculty of Societal Safety Sciences. He earned his Ph.D. in Engineering from Tohoku University and specializes in tsunami, storm surge, flood, and other water-related disasters. His research integrates artificial intelligence, numerical simulation, field observation, and experimental methods to improve disaster prevention and mitigation. He has also contributed to research on renewable energy and coral reef restoration. In 2024, he became the 44th President of Kansai University, leading the university's efforts in education, research, and social engagement.
