Cecilia Rikap is an Argentine economist and associate professor at University College London, where she serves as Head of Research at the Institute for Innovation and Public Purpose. Her work examines the international political economy of science, technology, and innovation, with particular emphasis on the “intellectual monopolies” created by major technology companies. In “The Rulers: Corporate Power in the Age of AI and the Cloud,” she analyzes how Amazon, Microsoft, and Google use their control of cloud infrastructure, data, and research capabilities to coordinate networks extending across businesses, universities, and governments. She argues that conventional antitrust measures are insufficient to counter this power and calls for public digital infrastructure and democratically directed technological development.
