Rosa Brooks（ローザ・ブルックス、1970年生まれ）は、アメリカの法学者、外交政策研究者。Georgetown University法学センター教授。ハーバード大学で学士号を取得後、Yale Law Schoolで法務博士号（J.D.）を取得した。国際法、国家安全保障、戦争と平和、外交政策を専門とし、米国国防総省で国防次官補特別顧問を務めるなど、政策立案にも携わった経験を持つ。学術研究と実務の双方に基づく視点から、現代の戦争、民主主義、法の支配、国家権力のあり方について幅広く論じている。また、ジャーナリストとしても活動し、主要紙や雑誌への寄稿を通じて安全保障や国際政治に関する議論をリードするなど、現代アメリカを代表する公共知識人の一人として高く評価されている。
Rosa Brooks (born 1970) is an American legal scholar and foreign policy expert. She is a professor at the Georgetown University Law Center. After earning her bachelor's degree from Harvard University and a J.D. from Yale Law School, she combined an academic career with public service, including serving as Special Counsel to the Under Secretary of Defense at the U.S. Department of Defense. Her work focuses on international law, national security, war, diplomacy, and democratic governance, drawing on both scholarly research and firsthand policy experience. In addition to her academic writing, Brooks is a prominent public commentator whose essays on security, law, and international affairs have appeared in leading newspapers and magazines. Through her books, teaching, and public engagement, she has become one of the leading voices on the changing nature of war and the role of law in contemporary global politics.
