Robert D. Blackwill is an American diplomat and foreign-policy researcher whose work focuses on U.S. grand strategy, alliances, Asian security, and geoeconomics. He represented the United States in conventional arms negotiations with the Warsaw Pact and served as President George H. W. Bush’s special assistant for European and Soviet affairs in 1989–1990, participating in diplomacy surrounding German reunification. At Harvard Kennedy School, he taught foreign and defense policy and public policy analysis. He was U.S. ambassador to India from 2001 to 2003, then served under President George W. Bush as deputy national security advisor for strategic planning and presidential envoy to Iraq. From 2010 to 2026, he was a senior fellow for U.S. foreign policy at the Council on Foreign Relations; his research appointments also included Harvard’s Belfer Center and Stanford’s Hoover Institution. Coauthored with Jennifer M. Harris, “War by Other Means: Geoeconomics and Statecraft” examined the use of trade, investment, finance, and energy to pursue geopolitical objectives, assessing the instruments available to U.S. policymakers. With Richard Fontaine, he wrote “Lost Decade: The US Pivot to Asia and the Rise of Chinese Power,” tracing the implementation of the Asia-focused policy announced in 2011 and analyzing the gap between stated priorities and the allocation of resources. His 2026 report “America Revived: A Grand Strategy of Resolute Global Leadership” compared five approaches to American grand strategy and proposed an alternative combining military strength with international legitimacy.
