高坂正堯(こうさか まさたか、1934–1996)は、日本の国際政治学者。京都大学法学部を卒業し、ハーバード大学への留学などを経て、1971年に京都大学法学部教授に就任した。国家間の力関係を重視する現実主義に立ちながら、軍事力だけで国際政治を説明することを避け、経済交流、外交、国際機構が平和に果たす役割を論じた。佐藤栄作内閣以降は外交政策の助言にも携わり、『古典外交の成熟と崩壊』で吉野作造賞を受賞。代表作『国際政治 恐怖と希望』では、軍縮、経済交流、国際機構の可能性と限界を検討し、国家利益やイデオロギーが対立する世界で、戦争を抑制するための条件を考察している。
Masataka Kosaka (1934–1996) was a Japanese scholar of international relations. After graduating from Kyoto University’s Faculty of Law and studying at Harvard University, he became a professor at Kyoto University in 1971. Although grounded in political realism and attentive to power among states, he resisted reducing international politics to military force alone, examining the roles of economic exchange, diplomacy, and international institutions in maintaining peace. He also advised successive Japanese governments on foreign policy and received the Yoshino Sakuzo Prize for his study of classical diplomacy. In “Kokusai Seiji: Kyofu to Kibo” (“International Politics: Fear and Hope”), he assesses the possibilities and limits of disarmament, economic interdependence, and international organizations while considering how war might be restrained in a world divided by national interests and ideologies.
