是川夕(これかわ ゆう、1978年–)は、青森県出身の社会学者、人口学者。国立社会保障・人口問題研究所国際関係部長。東京大学文学部、カリフォルニア大学アーバイン校大学院を経て、東京大学大学院人文社会系研究科を修了し、博士(社会学)を取得した。内閣府勤務後、国際移民の送り出しから受け入れ国での就労や社会的統合まで、移住過程全般を研究し、OECDの移民政策会合と移民政策専門家会合にも参加している。代表作『ニッポンの移民―増え続ける外国人とどう向き合うか』は、日本には移民政策が存在しない、日本は外国人から選ばれなくなった、移民が治安や社会保障を悪化させるといった通説を統計と国際比較から検証する。技能実習・特定技能制度の沿革、アジアの労働移動、少子高齢化と将来人口を結びつけ、日本がすでに形成している移民受け入れの仕組みと今後の課題を示している。
Yu Korekawa (born 1978) is a Japanese sociologist and demographer from Aomori Prefecture and director of the Department of International Research and Cooperation at Japan’s National Institute of Population and Social Security Research. After studying at the University of Tokyo and the University of California, Irvine, he completed a doctorate in sociology at the University of Tokyo. Following service in the Cabinet Office, he has researched the full migration process, from conditions in countries of origin to employment and social integration in receiving societies, and participates in OECD migration-policy meetings and its network of migration experts. His representative book, "Nippon no Imin: Fue-tsuzukeru Gaikokujin to Dō Mukiau ka," uses statistics and international comparisons to test claims that Japan has no immigration policy, is no longer attractive to migrants, or suffers worsening crime and social-security burdens because of immigration. It connects the history of trainee and specified-skilled-worker programs with Asian labor mobility, population aging, and demographic projections to clarify the immigration system Japan has already created and the choices it now faces.
