Haruko Kashiwagi (born 1969) is a Japanese manga artist from Chiba Prefecture. She made her serialization debut in 1995 with “Inu” and has written about subjects including relationships among young adults and the pressures of closed communities. Her best-known work, “Kenkō de Bunkateki na Saitei Gendo no Seikatsu,” was adapted into a television drama and won the general category of the 64th Shogakukan Manga Award. It follows Emiru Yoshitsune, a newly appointed welfare caseworker who learns to navigate Japan’s public assistance system while supporting people facing illness, unemployment, abuse, poverty, and other difficult circumstances.
