河西 陽平（KAWANISHI Yohei）- 国際政治学者

河西陽平（かわにし ようへい）は、日本の国際政治学者。中曽根康弘世界平和研究所研究員。慶應義塾大学法学部政治学科を卒業し、同大学大学院法学研究科政治学専攻後期博士課程を修了、博士（法学）。外務省国際情報統括官組織専門分析員などを経て現職。ソ連・ロシアの外交・安全保障、インテリジェンス、日ソ関係史を専門とし、ソ連指導部が諜報活動によって収集した情報をどのように評価し、外交・軍事政策の決定に結びつけたのかを研究している。『スターリンの極東戦略 1941－1950――インテリジェンスと安全保障認識』では、ロシアの一次史料をもとに、独ソ戦から朝鮮戦争に至る時期のスターリンの対日・東アジア認識を分析し、諜報員から届く情報がソ連の軍事戦略や外交判断にどのように関わったのかを明らかにしている。

Yohei Kawanishi is a Japanese scholar of international relations and a research fellow at the Nakasone Peace Institute. He graduated from the Faculty of Law at Keio University and earned a Ph.D. in law from Keio University's Graduate School of Law. Before joining the institute, he worked as a specialist analyst at Japan's Ministry of Foreign Affairs. His research focuses on Soviet and Russian foreign policy and security, intelligence, and the history of Soviet-Japanese relations, particularly how Soviet leaders assessed intelligence and incorporated it into diplomatic and military decision-making. In "Sutārin no Kyokutō Senryaku 1941–1950: Interijensu to Anzen Hoshō Ninshiki," he draws on Russian primary sources to examine Stalin's perceptions of Japan and East Asia from the German-Soviet War through the beginning of the Korean War, tracing how intelligence influenced Soviet military strategy and foreign-policy decisions.
