Carter Malkasian is an American military historian and defense policy scholar. He earned a doctorate in the history of war from the University of Oxford and served as a civilian adviser to the U.S. military and State Department in Iraq and Afghanistan. He later advised the commander of U.S. forces in Afghanistan and served as Special Assistant for Strategy to the Chairman of the Joint Chiefs of Staff. He is now Chair of the Department of Defense Analysis at the Naval Postgraduate School. Winner of the 2022 Lionel Gelber Prize, “The American War in Afghanistan: A History” examines two decades of invasion, state-building, Taliban resurgence, troop surges, and peace negotiations, arguing that the Taliban’s connection to religion and Afghan identity gave it an advantage over a government whose dependence on foreign forces weakened its legitimacy.
