Carl E. Walter (born 1947) is an American investment banker and specialist in Chinese finance. He spent approximately two decades working in China, participating in the restructuring and overseas listings of state-owned enterprises. He played a leading role in China’s first overseas initial public offering and the first New York Stock Exchange listing of a Chinese state-owned enterprise, later serving in senior management at China International Capital Corporation and as chief operating officer of JPMorgan China. Co-authored with Fraser J. T. Howie, “Red Capitalism: The Fragile Financial Foundation of China’s Extraordinary Rise” examines the relationships among China’s banks, state-owned enterprises, local governments, and the Communist Party, showing how an apparently market-oriented financial system remains shaped by political lending and implicit state guarantees.
