略歴（Biography）
平田健治（ひらた けんじ）は、日本の外交官。1986年に外務省に入省し、本省のほか、スペイン、ペルー、国連、メキシコ、EU、UAEの大使館や日本政府代表部などで勤務。在マイアミ総領事、駐キューバ大使を歴任し、長年にわたり中南米の政治・外交を中心に携わってきた。『危機のキューバ――崩れゆく「陽気な社会主義」』では、駐キューバ大使として現地で見聞きした経験をもとに、物資不足や国民生活の困窮、停滞する経済改革、政治体制、米国との対立などを取り上げ、現在のキューバが直面する危機を一時的な経済不振ではなく、政治・経済体制に根差した構造的な問題として分析している。
Kenji Hirata is a Japanese diplomat with extensive experience in Latin America and international affairs. He joined Japan's Ministry of Foreign Affairs in 1986 and served in Spain, Peru, at the United Nations, Mexico, the European Union, and the United Arab Emirates, as well as in positions at the ministry in Tokyo. He later served as Consul-General of Japan in Miami and Ambassador of Japan to Cuba. His principal area of interest is Latin America. In "Kiki no Kyuba: Kuzureyuku 'Yoki na Shakaishugi,'" drawing on his firsthand experience in Cuba, Hirata examines shortages and deteriorating living conditions, stalled economic reforms, the country's political system, and its difficult relationship with the United States, arguing that Cuba's current crisis reflects structural problems rooted in its political and economic system rather than a temporary economic downturn.
