ヴァージニア・ユーバンクス(Virginia Eubanks、1972年–)は、アメリカの政治学者、調査ジャーナリスト。ニューヨーク州立大学オールバニ校(University at Albany, SUNY)政治学部准教授を務め、デジタル技術、社会福祉、貧困、社会的不平等の関係を研究している。特に、行政機関が導入するデータベースやアルゴリズム、予測モデルが、社会的に弱い立場にある人々の生活や権利にどのような影響を及ぼすかを、現場での取材と政策分析を通じて検証してきた。代表作『格差の自動化 デジタル化がどのように貧困者をプロファイルし、取締り、処罰するか』(原題 "Automating Inequality: How High-Tech Tools Profile, Police, and Punish the Poor")では、生活保護、ホームレス支援、児童福祉などに導入された自動化システムの実例を追い、効率化を目的としたデータ分析やアルゴリズムが、貧困層を選別・監視し、既存の格差をさらに固定化する仕組みを明らかにした。
Virginia Eubanks (born 1972) is an American political scientist and investigative journalist whose work examines the relationship between digital technology, social welfare, poverty, and inequality. She is an Associate Professor of Political Science at the University at Albany, SUNY, and has investigated how databases, algorithms, and predictive systems used by public institutions affect the lives and rights of socially and economically vulnerable people. Combining investigative reporting with policy analysis, she focuses particularly on the consequences of automated decision-making in public services. In "Automating Inequality: How High-Tech Tools Profile, Police, and Punish the Poor," Eubanks examines automated systems used in welfare benefits, homelessness services, and child protection, showing how technologies introduced in the name of efficiency can classify and monitor poor communities while reinforcing existing patterns of inequality.
