ティム・ウー(Tim Wu、1972年–)は、アメリカの法学者。コロンビア大学ロースクール教授を務め、反トラスト法、通信法、テクノロジー政策を専門とする。インターネット上の通信を提供者や内容によって差別せず平等に扱う「ネット中立性」の概念を提唱したことで知られ、連邦取引委員会(FTC)のシニア・アドバイザーや、ホワイトハウス国家経済会議のテクノロジー・競争政策担当大統領特別補佐官などを歴任し、巨大テクノロジー企業をめぐる競争政策にも携わってきた。代表作『巨大企業の呪い ビッグテックは世界をどう支配してきたか』(原題 "The Curse of Bigness")では、19世紀末からのアメリカ反トラスト政策の歴史をたどりながら、企業の巨大化と市場集中が競争やイノベーション、民主主義に及ぼす影響を分析し、Big Techを含む現代の独占・寡占に対して反トラスト政策を再び強化する必要性を論じている。
Tim Wu (born 1972) is an American legal scholar specializing in antitrust, communications law, and technology policy. A professor at Columbia Law School, he is widely known for developing the concept of "net neutrality," the principle that internet traffic should be treated without discrimination based on its source or content. Wu has also served in government, including as a Senior Advisor at the Federal Trade Commission and as Special Assistant to the President for Technology and Competition Policy on the White House National Economic Council, where he worked on competition policy involving powerful technology companies. In "The Curse of Bigness," Wu traces the history of American antitrust policy from the late nineteenth century to the rise of Big Tech, examining how corporate concentration can weaken competition, innovation, and democratic institutions and arguing for a renewed use of antitrust policy to constrain excessive private power.
