デヴィッド・ハルパーン（1966年–）は、イギリスの行動科学者、公共政策専門家。ケンブリッジ大学ダウニング・バトコック研究所所長を務めるとともに、行動インサイト・チームの名誉会長を務めている。英国首相府の政策担当者を経て、2010年に「ナッジ・ユニット」と呼ばれる行動インサイト・チームを創設し、納税、雇用、医療、年金などの政策に心理学と無作為化比較試験を導入した。同組織を各国の政府や公共機関と協働する国際的な組織へ発展させ、経験や慣行だけに頼らず、実験によって政策の効果を検証する手法の普及に取り組んだ。エリザベス・コスタとの共著で2027年刊行予定の『Super-Human: Reclaiming Our Power to Choose and Shape the Future』（未邦訳）は、70か国以上で行われた千件を超える実験をもとに、個人の判断力を高め、よりよい選択を促す制度を設計し、人工知能を人間の能力の代替ではなく拡張に役立てる方法を論じる。
David Halpern (born 1966) is a British behavioral scientist and public policy expert. He is Director of the Downing Battcock Institute at the University of Cambridge and President Emeritus of the Behavioural Insights Team. After serving in senior policy roles in the British government, he founded the Behavioural Insights Team—widely known as the Nudge Unit—in 2010. Under his leadership, the organization introduced psychology and randomized controlled trials into policies concerning taxation, employment, health care, and pensions, and developed into an international organization working with governments and public institutions around the world. His forthcoming book, “Super-Human: Reclaiming Our Power to Choose and Shape the Future,” coauthored with Elisabeth Costa and scheduled for publication in 2027, draws on more than a thousand experiments conducted across over seventy countries to explain how individuals can improve their decisions, institutions can make better choices easier, and artificial intelligence can augment rather than replace human capabilities.
