略歴（Biography）
杉谷 和哉（すぎたに かずや、1990年 - ） 日本の公共政策学者。岩手県立大学総合政策学部准教授。京都府立大学公共政策学部卒業、京都大学大学院人間・環境学研究科で博士（人間・環境学）を取得。専門は公共政策学、政治学、エビデンスに基づく政策形成（EBPM）で、政策評価や民主主義、科学と政策の関係を研究している。理論と実務の双方から日本の政策形成の課題を分析し、行政DXやELSI（倫理的・法的・社会的課題）など幅広いテーマにも取り組む。代表作『エビデンスの罠――数字と物語に囚われない思考法』は、データや「エビデンス」が政策や社会でどのように用いられ、時に誤用されるのかを考察し、数字だけでは捉えきれない政策判断の難しさを論じた一冊である。
Kazuya Sugitani (born 1990) is a Japanese public policy scholar and Associate Professor at Iwate Prefectural University. He earned his doctorate in Human and Environmental Studies from Kyoto University after studying public policy at Kyoto Prefectural University. His research focuses on public policy, political science, evidence-based policymaking (EBPM), and policy evaluation, with particular attention to the relationship between scientific evidence, democratic decision-making, and public governance. His book *The Pitfalls of Evidence: Thinking Beyond Numbers and Narratives* examines both the value and the limitations of evidence in policymaking, arguing that sound public decisions require more than data alone.
