ジョン・ボルトン（1948年–）は、外交・安全保障政策の専門家、法律家。米国ボルティモア生まれ。イェール大学を卒業し、同大学ロースクールで法務博士号を取得した。弁護士として活動する一方、レーガン政権では米国際開発庁や司法省、ジョージ・H・W・ブッシュ政権では国務省で勤務した。2001年から2005年まで軍備管理・国際安全保障担当国務次官、2005年から2006年まで国連大使を務め、核拡散や国際機関をめぐる交渉に携わった。こうした経験を記した『Surrender Is Not an Option: Defending America at the United Nations and Abroad』（未邦訳）では、国連での外交や米国の主権と国益を守るという自身の立場を説明した。『How Barack Obama Is Endangering Our National Sovereignty』（未邦訳）でも、国際的な統治と米国の自治の関係を論じた。2018年4月から2019年9月まではドナルド・トランプ政権の国家安全保障問題担当大統領補佐官を務めた。在任中の経験をまとめた『ジョン・ボルトン回顧録――トランプ大統領との453日』（原題 “The Room Where It Happened: A White House Memoir”）では、北朝鮮、イラン、中国、ロシアなどをめぐる政策決定、各国首脳との交渉、ホワイトハウス内部の対立を自身の視点から記録した。2024年の版には、トランプの再登板と米国の外交・安全保障政策を論じる新しい序文を加えた。
John Bolton (born 1948) is a foreign and national security policy specialist and lawyer. Born in Baltimore, he graduated from Yale College and earned a JD at Yale Law School. Alongside legal practice, he served in the US Agency for International Development and the Justice Department during the Reagan administration and in the State Department under George H. W. Bush. He was under secretary of state for arms control and international security from 2001 to 2005 and US ambassador to the United Nations from 2005 to 2006, working on nuclear proliferation and negotiations involving international institutions. In “Surrender Is Not an Option: Defending America at the United Nations and Abroad,” he recounted his diplomatic experience and explained his approach to defending American sovereignty and national interests. His shorter work “How Barack Obama Is Endangering Our National Sovereignty” also examined the relationship between international governance and American self-government. From April 2018 to September 2019, he served as President Donald Trump’s national security adviser. “The Room Where It Happened: A White House Memoir,” published in Japanese as “John Bolton Kaikoroku: Trump Daitoryo tono 453 Nichi,” recorded his account of policy decisions concerning North Korea, Iran, China, and Russia, negotiations with foreign leaders, and conflicts within the White House. A 2024 edition added a new foreword discussing a possible Trump return to office and its implications for US foreign and national security policy.
