Richard Rothstein is an American researcher of housing and education policy. He is a Distinguished Fellow of the Economic Policy Institute and a Senior Fellow Emeritus at the Thurgood Marshall Institute of the NAACP Legal Defense Fund. His work examines the relationship between racial segregation and public policy. In "The Color of Law: A Forgotten History of How Our Government Segregated America," Rothstein argues that residential segregation in the United States did not arise solely from income differences, private prejudice, or individual choice but was deliberately created by federal, state, and local governments. Examining public housing placement, federal mortgage guarantees, exclusionary zoning, and urban renewal, he shows how Black families were denied opportunities to own homes and accumulate wealth. The book was longlisted for the 2017 National Book Award for Nonfiction and received the 2018 Hillman Prize for Book Journalism.
