奥原正明(おくはら まさあき、1955年生まれ)は、日本の農政実務家、元農林水産官僚。東京大学法学部を卒業して1979年に農林水産省へ入り、経営局長などを経て、2016年から2018年まで農林水産事務次官を務めた。在職中は、農地の集積・集約化を進める農地バンク制度の創設をはじめ、農協、林業、水産業の改革に携わった。退官後は東京大学公共政策大学院客員教授や日本農業法人協会顧問を務めた。代表作『農政改革――行政官の仕事と責任』では、既得権や利害対立のある農業分野で、政策案を制度へ落とし込み、政治家や関係団体との折衝を経て改革を実施するまでの過程と、結果に責任を負う行政官の役割を自身の経験から論じている。
Masaaki Okuhara (born 1955) is a Japanese agricultural-policy specialist and former senior civil servant. After graduating from the University of Tokyo’s Faculty of Law, he joined the Ministry of Agriculture, Forestry and Fisheries in 1979 and served as director-general of its Management Improvement Bureau before becoming administrative vice-minister from 2016 to 2018. He was involved in establishing the farmland bank system to consolidate fragmented farmland, as well as reforms of agricultural cooperatives, forestry, and fisheries. After leaving the ministry, he served as a visiting professor at the University of Tokyo’s Graduate School of Public Policy and as an adviser to the Japan Agricultural Corporations Association. In "Nōsei Kaikaku: Gyōseikan no Shigoto to Sekinin," Okuhara explains how agricultural reforms are translated from policy proposals into institutions through negotiations with politicians and organized interests, and argues that public officials must accept responsibility for the results of the policies they implement.
