フィル・エルウッド（Phil Elwood） アメリカの広報コンサルタント、作家。ジョージタウン大学卒業後、ロンドン・スクール・オブ・エコノミクスで学び、ワシントンD.C.の広報業界で約20年にわたり活動した。企業だけでなく各国政府や政治家の危機管理やイメージ戦略を手がけ、国際政治とメディアの接点で豊富な経験を積んだ。代表作『All the Worst Humans』（未邦訳）は、リビアのカダフィ政権やシリアのアサド政権、カタール政府などの広報活動に携わった自身の経験をもとに、PR業界の実態と情報操作の仕組みを描いた回想録である。ニューヨーク・タイムズの「Notable Books of 2024」に選ばれた。
Phil Elwood is an American public relations consultant and author. After graduating from Georgetown University and pursuing graduate studies at the London School of Economics, he spent nearly two decades in Washington, D.C., advising corporations, governments, and political figures on strategic communications and crisis management. Drawing on his experience at the intersection of media and international politics, he has become a prominent commentator on the influence of the public relations industry. His best-known work, "All the Worst Humans: How I Made News for Dictators, Tycoons, and Politicians," is a memoir exposing the inner workings of political PR through his work for clients including the Gaddafi family, the Assad regime, and the government of Qatar. The book was selected as a New York Times Notable Book of 2024.
