堀内 進之介（ほりうち しんのすけ、1977年–）は、政治社会学と応用倫理学を専門とする研究者。東京都立大学・首都大学東京の大学院で学び、2017年に博士（社会学）を取得した。人間の能力を技術によって高めるヒューマン・エンハンスメントを起点に、アルゴリズムによる意思決定、自己追跡、社会的AIやロボット、医科学と教育が、人の自律や判断、責任に及ぼす影響を研究してきた。2023年に立教大学文学部教育学科の特任准教授に着任。Screenless Media Lab.所長として音声メディアの研究にも携わり、企業・行政向けの講演や研修、新聞・雑誌・ラジオでの発信を行った。2017年から2020年にはNHKラジオ第1の朝の番組でレギュラーコメンテーターを務めた。『知と情意の政治学』では、理性と感情、認識と動機づけをめぐる人間理解から政治を考察した。技術と自己統治への関心は、2022年の『データ管理は私たちを幸福にするか？――自己追跡の倫理学』へと展開した。同書では、日常の活動や身体を記録・分析するセルフトラッキングを取り上げ、自己管理が人間の倫理や他者との関係にどう結びつくのかを問うた。2026年の『パランティア――判断を外注する社会』は、AIデータ分析企業を入口として、国家や公共領域がデータ企業に依存する過程を検討した。データが社会の見え方を形づくるなかで、判断支援と判断の外注を分ける基準、意思決定と責任の所在を論じた。
Shinnosuke Horiuchi (born 1977) is a researcher specializing in political sociology and applied ethics. He studied in graduate programs at Tokyo Metropolitan University and its successor institution, Shuto University Tokyo, and received a doctorate in sociology in 2017. Beginning with human enhancement, his research has examined how technologies and institutions change autonomy, judgment, and responsibility. His topics include algorithmic decision-making, self-tracking, social AI and robots, and the relationship between biomedicine and education. He joined the Department of Education in Rikkyo University’s College of Arts as a specially appointed associate professor in 2023. As director of Screenless Media Lab., he also worked on audio media, alongside lectures and training for businesses and public agencies and contributions to newspapers, magazines, and radio. From 2017 to 2020 he was a regular commentator on an NHK Radio 1 morning program. In “Chi to Joi no Seijigaku,” he examined politics through questions about reason and emotion, cognition and motivation. His interest in technology and self-government continued in “Data Kanri wa Watashitachi o Kofuku ni Suru ka? Jiko Tsuiseki no Rinrigaku” (2022). The book investigated the recording and analysis of everyday activity and bodily data, asking how self-management relates to ethics and relations with others. “Palantir: Handan o Gaichu Suru Shakai” (2026) used an AI data-analysis company to investigate the growing reliance of states and public institutions on data businesses. It examined how data shapes what society can see, where decision support becomes the outsourcing of judgment, and how responsibility can be located within these arrangements.
