Sanshiro Hosaka (born 1979) is a Japanese researcher specializing in international security and Soviet and Russian intelligence. Originally from Akita Prefecture, he graduated from Sophia University’s Faculty of Foreign Studies. Before joining Estonia’s International Centre for Defence and Security as a research fellow in 2021, he worked at Japanese diplomatic missions in Tajikistan and Ukraine and on nuclear disarmament and nonproliferation projects in former Soviet states. His research examines propaganda, covert influence, strategic narratives, and the relationship between historical memory and security. In “Choho Kokka Roshia: Soren KGB kara Puchin no FSB Taisei made,” a study of Russia through its intelligence institutions, he draws on KGB archives opened in Ukraine, leaked documents, and intelligence scholarship to investigate continuities between Soviet practices and contemporary Russian security services. The book focuses on operations intended to shape political conditions and public perceptions, alongside intelligence gathering. It received the Yamamoto Shichihei Prize in 2023. Hosaka’s work examines how intelligence institutions and the imperative of regime security shape Russia’s external activities.
