Herbert A. Simon (1916–2001) was an American economist, political scientist, and cognitive scientist. Based at Carnegie Mellon University, he developed the theory of bounded rationality, arguing that people with limited information and cognitive capacity seek satisfactory solutions rather than perfectly optimal ones. He received the Nobel Prize in Economic Sciences in 1978 for his research on decision-making within organizations and shared the 1975 Turing Award with Allen Newell for their contributions to artificial intelligence. In “Administrative Behavior,” he analyzes organizational structure and administration through the processes by which individuals and institutions make decisions.
