半田 滋(はんだ しげる、1955年–)は、日本の防衛ジャーナリスト。栃木県宇都宮市生まれ。下野新聞社を経て、1991年に中日新聞社へ入社し、1992年から防衛庁の取材を担当した。東京新聞の社会部記者、編集委員、論説委員を歴任し、2020年に退職。自衛隊の活動や海外派遣、日米同盟、防衛政策を継続的に取材し、文民統制と情報公開の観点から政策決定の過程を検証する。2007年には東京新聞・中日新聞の連載「新防人考」で平和・協同ジャーナリスト基金賞の大賞を受賞した。海外派遣による自衛隊の変化を描く『「戦地」派遣――変わる自衛隊』では、インド洋やイラクでの活動と、それをめぐる政治的な駆け引きを取材し、任務の拡大や文民統制の問題を論じる。同書は2009年度のJCJ賞を受賞した。派遣の実態と政府の説明を検証する『検証 自衛隊・南スーダンPKO――融解するシビリアン・コントロール』では、現地の戦闘や日報隠蔽問題を取り上げ、派遣継続の判断と隊員の安全、政治と自衛隊の関係を問い直す。防衛政策と経済の結びつきを扱う『軍事ビジネスと安全保障――何を守るための防衛か』では、防衛費の増大、武器輸出、官民の関係、大学の軍事研究を検討し、防衛産業を成長産業とする政策が国民の安全や科学研究に何をもたらすのかを批判的に考察する。
Shigeru Handa (born 1955) is a Japanese journalist specializing in defense and security. Born in Utsunomiya, Tochigi Prefecture, he worked for the Shimotsuke Shimbun before joining the Chunichi Shimbun in 1991. He began covering Japan’s Defense Agency in 1992 and subsequently served as a reporter, senior editorial staff member, and editorial writer at the Tokyo Shimbun, retiring in 2020. His reporting examines the Self-Defense Forces, overseas deployments, the Japan–U.S. alliance, and defense policy, with particular attention to civilian control and public access to information. In 2007, his newspaper series “Shin sakimori ko,” published in the Tokyo Shimbun and Chunichi Shimbun, received the grand prize from the Peace and Cooperative Journalist Fund. His investigation of changing military roles, “‘Senchi’ haken” (deployments to war zones and the changing Self-Defense Forces), explores operations in the Indian Ocean and Iraq alongside the political negotiations surrounding them. It examines expanding missions and problems of civilian control and received a Japan Congress of Journalists Award in 2009. His investigation of peacekeeping, “Kensho Jieitai Minami Sudan PKO” (an examination of the Self-Defense Forces’ South Sudan mission), addresses fighting on the ground and the concealment of daily operational reports, questioning decisions about continued deployment, personnel safety, and political oversight. His study of defense policy and economic interests, “Gunji bijinesu to anzen hosho” (military business and national security), examines rising defense spending, arms exports, government–industry relations, and military research at universities. It critically considers what policies promoting defense manufacturing as a growth industry mean for public safety and scientific research.
