アンヤ・ショートランド（Anja Shortland）は、ドイツ出身の政治経済学者。キングス・カレッジ・ロンドン政治経済学教授。オックスフォード大学で工学と経済学を学び、ロンドン・スクール・オブ・エコノミクス（LSE）で国際関係論の修士号と博士号を取得した。犯罪や紛争など国家による法と秩序が十分に機能しない環境で、取引を成立させる制度や民間組織の役割を研究し、海賊、身代金目的の誘拐、美術品犯罪、ランサムウェアなどを分析してきた。代表作『Kidnap: Inside the Ransom Business』（未邦訳）では、誘拐と身代金交渉を一つの市場として捉え、ロイズ・オブ・ロンドンを中心とする保険会社や専門家が、誘拐の防止、身代金の交渉、人質の解放を支える仕組みを解明している。同書は2020年に制度・組織経済学会のDouglass North Best Book Awardを受賞した。
Anja Shortland is a German political economist and Professor of Political Economy at King's College London. She studied Engineering and Economics at the University of Oxford before earning a master's degree and Ph.D. in International Relations from the London School of Economics (LSE). Her research examines how transactions are organized in markets where states cannot reliably provide law and order, with a particular focus on piracy, kidnapping for ransom, art crime, and ransomware. In "Kidnap: Inside the Ransom Business," she analyzes kidnapping and ransom as a market and shows how insurers and specialist intermediaries associated with Lloyd's of London have developed a system of private governance that helps prevent kidnappings, structure ransom negotiations, and secure the release of hostages. The book won the Douglass North Best Book Award in 2020.
