Toshihide Arimura (born 1968) is a Japanese environmental economist. He is a professor at Waseda University’s Faculty of Political Science and Economics and director of its Research Institute for Environment Economics and Management. After graduating from the University of Tokyo and completing a master’s degree at the University of Tsukuba, he earned a Ph.D. in economics from the University of Minnesota. Using quantitative and econometric methods, he studies the effects of environmental policies addressing climate change, energy conservation, and air pollution, with particular attention to carbon taxes and emissions-trading systems. His representative work, "Kābon Puraishingu no Keizai Bunseki: Shidō suru GX-ETS e no Shiza," draws on empirical research into emissions trading in Tokyo and Saitama to examine emissions reductions, industrial competitiveness, carbon leakage, and the design of Japan’s emerging GX emissions-trading system.
